System 24 Linescroll update [Olivier Galibert]

Thanks to Haze finding it was used in qrouka, here is the final
system24 linescroll mode.

Guru, it would be nice if you could check if the effect on the title
screen is correct (the wobbling when the name goes back up).  It looks
correct though.
