pokechmp.c: [David Haywood]

- Finally figured out the 8bpp BG tile plane order, a bit odd, guess
there are swapped lines
- Hooked up OKI sound banking
- Fixed sprite attributes
- Simplified CPU banking
- Use generic palette functions
