Enable ppc64le for travis (#7113)

* Added akkaarrh to the ci target.
* Switched Travis CI to Ubuntu Focal.
* Allow ppc64le CI build to fail.
* Report CI status as soon as a job has failed or remaining jobs are allowed to fail.
