Boat Race improvements... [Roberto Fresca]

- Changed the game name to "The Boat".
- Added year and manufacturer.
- Improved the PPIs.
- Fixed the VRAM size.
- Added bookkeeping, coin, key in and key out for both players.
- Added bets, start, big, small and others, but are still multiplexed.
- Added coinage and test mode DIP switches.
- Added specs and technical notes.
